Brian Pallasch joined the International Institute of Building Enclosure Consultants (IIBEC) as the CEO/EVP in June 2019. Responsible for the day-to-day management of the Institute, Pallasch leads a staff of 20 headquartered in Raleigh, NC, focused on serving the needs of the building enclosure profession. Pallasch also serves as a director on the board of the RCI-IIBEC Foundation.
Prior to joining IIBEC, Pallasch served as managing director of government relations and infrastructure initiatives at the American Society of Civil Engineers (ASCE) in Washington, D.C. He was responsible for managing ASCE’s government relations department and was responsible for ASCE’s strategic initiative regarding infrastructure, including development of the Infrastructure Report Card.
Previously, Pallasch was director of government relations for the American Subcontractors Association (ASA), Alexandria, Va., for three years, where he was responsible for all federal and state relations.
Currently, Pallasch serves as the Chair of the Consultative Council at the National Institute of Building Sciences. He served as president of the American League of Lobbyists in 2007-2008, after holding a seat on the board of directors from 2004-2006.
Pallasch holds a Master of Arts degree in international affairs from the American University, and a Bachelor of Arts degree in journalism and international affairs from the University of Southern California.

He has investigated and designed numerous large plaza/amenity deck waterproofing projects both for new construction and for renovations on existing structures. He is an IIBEC Fellow, was past president of the IIBEC Georgia Chapter, and was the 2022-2023 IIBEC President.

Seth Brooks is a building enclosure consultant and the Facilities Maintenance Manager for Roofing and Waterproofing at DFW International Airport. James is also the developer and department head of the Solutions Engineering Department. Shell has worked for CBRE, Transwestern and now is employed with Piedmont Real Estate Trust managing Galleria on the Park’s 100 and 600 buildings. Christine Rachelle has been in the commercial real estate industry for 19 years, first as a receptionist, then as database coordinator, researcher, and broker’s assistant. She moved into property management in 2009 as a real estate services coordinator, then worked as an assistant property manager with CBRE on suburban office, industrial/flex, and an urban tower of more than 600,000 sf. Christine has been in commercial construction with Commercial Industrial Construction [CIC] for the past nine years and focuses most of her care and attention on property management clients, understanding the demands placed upon them, and creating ways for them to get a reprieve, from delivering goodies during budget season to relaxing retreats. Christine was promoted to Chief Strategy Officer in 2021 to guide her company through the changing marketplace. She has been a member of BOMA Nashville since 2015 and has served on the board as Allied co-chair, and now serves as Education Committee co-chair.
